Summary

The increase in energy costs, the development of its global consumption, the need to preserve the environment have pushed for a 20 years States to implement regulations to reduce energy consumption and our impact on the environment. Europe often wanted to set an example in this regard. Noting that 40% of European energy consumption is dedicated to the building sector and wishing to reduce this consumption compared with the 1990 level by 20% by 2020, the European Union introduced since a decade regulatory plans on the energy performance buildings and especially on the heating of air conditioning installations. Directives of 2002 and 2010 and their transposition into French law are their main tools.
