Résumé

Whilst low-GWP refrigerants can be used as alternatives to HCFC-22 across a wide range of RAC equipment, they are not generally applied. The objective of this study was to identify reasons why this is the case, particularly in developing countries. This study, which was carried out in cooperation with the United Nations Environment Programme and financial support from the European Union, involved asking stakeholders from developing countries about types, causes and ways of overcoming barriers to using low-GWP alternatives. Over 100 individuals provided information from 40+ countries which yielded about 30 different barriers of several types: technical (refrigeration, safety), supply and availability, commercial, market, information resources, regulations and standards and psychological and sociological aspects. Respondents indicated the majority of barriers can be overcome by implementing various measures relating to awareness-raising, focussed training, technical and other guidance, some specific technical developments, local market development, financial incentives and improvements/changes to regulatory infrastructure.
